全县经济工作暨“双先”表彰会隆重召开 2月10日上午，在“两节”的喜庆气氛中，全县经济工作暨“双先”表彰会在县政府礼堂隆重召开。县四套班子领导成员，曾任县级实职领导干部、副县级以上职务的离退休干部，重点表彰的红旗单位、模范标兵、文明单位代表，乡（镇）党委书记、乡（镇）长，农村党支部书记，县直单位主要负责人，民营企业代表参加了会议。

县委常委、常务副县长武建中主持会议 会议由县委常委、常务副县长武建中主持。县委副书记、县长郭占宝作了题为《坚定信心克难攻艰精心谋划狠抓落实 努力保持全县经济持续平稳较快发展》的报告；县委常委、政法委书记刘宝贵宣读了授奖决定；县委书记刘振国作了题为《凝心聚力 克难奋进全面夺取广灵经济社会平稳较快发展新胜利》的讲话。会议还对在过去一年中为全县经济发展和社会进步做出显著成就的先进集体和模范个人予以了表彰奖励，其中,县长助理、招商局长刘尚文获得突出贡献奖。
县长助理、招商局长刘尚文 在会上县委书记刘振国，县委副书记、县长郭占宝对我县过去招商引资工作给予了很大的肯定，并提出当前要紧紧抓住国家扩大项目建设和招商引资工作力度，努力扩大固定资产投资规模，提高投资质量和效益。第一，项目总量要大幅提升。第二，项目建设要加大力度。第三，招商引资要多管齐下。
经济虽然进入新一轮经济增长的上升阶段，但仍处在夯实基础、蓄积力量、爬坡过坎、负重前行的关键时期，尤其在贯彻宏观调控政策的新形势下，机遇与挑战并存，困难与希望同在，我县经济发展又处在一个十分重要的关口。把握得好，将会继续保持加快发展的良好势头，缩小与先进地区的差距，否则，可能带来一些新的矛盾和问题，再次放慢经济发展的速度，导致新一轮的落后。全县上下要提高认识、统一思想，充分认识到投入不足是当前制约我县经济发展的最大障碍，坚决克服贯彻宏观调控部分干部中出现的不思进取、消极等待的错误思想，坚决消除怨天尤人、无所作为的畏难情绪，坚决杜绝怕担责任、互相推诿的扯皮行为，把加快发展作为富民强县的第一要务，把加强项目建设、扩大招商引资作为经济工作的第一抓手，全力打造广灵后发快进的基础和强势。
加强项目建设、扩大招商引资，必须强化基础性工作。抓项目就是加快发展，大项目大发展，小项目小发展，无项目不发展。项目建设是经济发展的支撑，筹措资金是项目建设的关键，招商引资是筹措资金的重要手段，概括地说，就是项目是前提、是基础，资金是关键，招商是手段，建设是目的、是动力。因此，全县上下要突出抓好项目的研究、筛选和论证，规划一批事关我县经济社会发展全局的重大项目，切实加强项目储备，积极推进项目前期工作，努力提高项目的成熟度。 Bathing in the jublicant atmosphere of China’s two traditional festivals, the Spring Festival and the Lattern Festival, Guangling County held the Meeting of Economy Work & Commending Advanced Individuals and Units 10th of Febrary. Leaders of Guangling Party Commettee, Guangling Government, People’s Political Consultative Conference, National People’s Congress, at different levels and reprerentatives from private enterprises attended the meeting.
The meeting was chaired by vice president Wu Jianzhong. Guanglin’s Party Commettee Secretary Liu Zhengguo and Guangling’s Government President Guo Zhanbao delivered reports for the meeting respectively. People and units making great contribution to Guangling’s economy development and society progress were commened at the meeting. Among them, Liu Shangwen, the President Assistant, was awarded the Prize of Outstanding Contribution.
At the meeting, Commettee Secretary Liu Zhengguo and President Guo Zhanbao both fully confirmed the achievements made in investment invitation and promotion during the past year. And they point out that the work of investment invitation and promotion must be further strengthened, investment scale must be expanded, investment quality and efficiency must be improved this year, for the nation will enlarge projects constuction in the year of 2009. They also required that all the departments at different levels must take economy development as the most important task, and work hard together to build Guangling into a powerful county which starts late but is making continual progress in economic development.
