土地优惠政策 土地优惠政策 第一条、外来投资企业使用土地,可以依法通过划拨、出让、租赁等方式取得土地使用权。投资工业、商业、金融、旅游、服务业、商品房等项目的用地,通过出让方式取得土地使用权。投资农业、能源、交通、水利、城市基础设施以及其它公用设施建设等项目的用地,可以通过划拨方式取得土地使用权。 第二条、凡举办一般性生产企业和非生产性企业,可减半缴纳土地租赁费。 第三条、凡举办产品出口企业、先进技术企业、农牧业开发、内外贸易、旅游项目和交通、能源、通讯等基础设施建设项目以及经批准的金融项目均可免缴土地租赁费。 第四条、开发利用荒山、荒坡、荒滩、荒沟或改造利用废弃土地,一律免收土地使用权出让金和土地租赁费。 第五条、国家重点鼓励产业类外来投资企业,以出让方式获得土地使用权的,减半交纳土地使用权出让金。以出让方式取得土地使用权的外来投资企业,一次性缴纳土地使用权出让金有困难的,可在出让期头三年内分期缴纳。 第六条、外来投资企业以出让方式获得土地使用权的,在足额缴纳土地使用权出让金后,可依法转让、出租或抵押;以划拨方式获得土地使用权的,在足额补缴土地使用权出让金后,也可依法转让、出租或抵押。

The preferential policies for using land1. Foreign investing enterprises can acquire the right of using land by one of the three ways-allocation, purchase and lease. The way of purchasing land applies for the investment in industry, commerce, finance, tourism, service and real estates; the enterprise can acquire the right of using land in the way of allocation if it invests in agriculture, energy, transportation, water conservancy and irrigation, infrastructure and other public facilities as well.
2. For the common manufacture enterprise and non-manufacture enterprise, the fee of leasing land will be reduced by 50%.
3. The fee of leasing land will be free if the enterprise is engaged in products exportation, advanced technology, farming development, domestic and international trade, tourism project, construction project of such infrastructure as transportation, energy, communication etc, and the proved financial project.
4. The fee of leasing or buying land will be free if the investment goes to developing and utilizing uncultivated mount, uncultivated hillside, uncultivated marsh, undeveloped gully or transforming and utilizing deserted land.
5. If the foreign enterprise, which is specially encouraged by the state , acquires the right of using land in the way of purchase, the payment for land can be charged at a half price. Other foreign enterprise, which is not specially encouraged by the state, acquires the right of using land by the way of purchase and has difficulty in making a full payment immediately, the payment for land can be made by installment within the first three years after acquiring the right of using land.
6. The foreign enterprise, which obtains the right of using land by the way of purchase, may transfer, lease or mortgage the right after it has made a full payment for the land; the right may also be transferred, leased or mortgaged if the enterprise obtains the right of using land by the way of allocation, however, the enterprise has to make a full payment for the right of using land.
